As Westlands Water District expands into energy and power, the Deputy General Manager – Energy and Power will have the unique opportunity to help build this function from the ground up. The position will play a pivotal role in establishing priorities, developing programs, and identifying opportunities that support the District’s long-term success while advancing innovative and sustainable energy solutions.

The ideal candidate will be a strategic, collaborative, and forward-thinking leader with extensive knowledge of energy and power resource planning, utility operations, and regulatory compliance. The individual will possess strong analytical and problem-solving abilities, sound judgement, and the ability to translate complex technical information into practical recommendation. The successful candidate will build effective working relationships with District leadership, the Board of Directors, governmental agencies, industry organizations, and partner entities while advancing the District mission and strategic goal.

The position will be headquartered in the District's Fresno Office. The Deputy General Manager – Energy & Power works closely with governmental and regulatory agencies, industry organizations, and partner entities on complex energy and power matters. This position also represents the District at meetings, conferences, committees, industry groups, and other professional forums and may require travel and work outside of normal business hours.

• A bachelor's degree in Electrical, Civil, or Environmental Engineering, Business Administration, Resource Management, or a related field, and

• Seven (7) years of increasingly responsible experience in utility resource planning and analysis.

• Experience within a special district, public utility, governmental agency, or similarly complex organization.

• Relevant professional credentials such as Certified Energy Manager (CEM), Certified Energy Procurement Professional (CEP), Leadership in Energy Design Accredited Professional (LEED AP), or comparable energy, utility, or resource management certifications.

Annual Salary Range: $175,000 - $200,000 DOQ. Appointment salary will be based on qualifications and experience and is generally expected to fall within the established salary range.
